Not even a year has passed since\u00a0Gov. Tom Wolf<\/strong> signed off on a gambling expansion bill in\u00a0Pennsylvania<\/strong>.<\/p>\n Passed\u00a0Oct. 26<\/strong>, the gambling legislation legalized, among other things, online poker and online casino games.<\/p>\n Now,\u00a0Milton Street<\/strong> is out to further expand that gambling expansion.<\/p>\n A\u00a0Republican<\/strong> candidate in the race for the state\u00a0House of Representatives<\/strong> out of the\u00a0181st district<\/strong>, Street established a platform to eliminate the deficit of school districts in the state.<\/p>\n That platform involves implementing gambling games throughout a variety of public spaces<\/strong> in his district.<\/p>\n The district in which Street is running includes parts of\u00a0Philadelphia<\/strong> and outlying areas. Recently, Street sent a letter to Philadelphia mayor\u00a0Jim Kenney<\/strong>, outlining his legislative proposal he would introduce in\u00a0January 2019<\/strong>.<\/p>\n As shared by<\/a> the\u00a0PhillyVoice<\/strong>, Street proposed to install\u00a0video poker <\/strong>and bingo machines<\/strong> in a variety of public areas. Among Street\u2019s sites:<\/p>\n In his letter, Street estimated these machines would generate\u00a0$360 million<\/strong> annually. After expenses, he detailed, all funds from said machines would go to the\u00a0Philadelphia School District<\/strong>.<\/p>\n Street believes that money generated from video poker and bingo would \u201celiminate the projected\u00a0$700 million<\/strong> deficit in our school budget by year\u00a02022<\/strong>.\u201d Those machines would also eliminate the need for an increase in real estate tax as well as the need for a beverage tax to fund preschools.<\/p>\n \u201cWhen the Legislative minority has its say,\u201d Street wrote, \u201cthe majority has its way!!!\u201d<\/p>\n Street emanates confidence in winning his district. Fun fact though, as the\u00a0PhillyVoice noted, the 181st district has only elected Democrats<\/strong> since 1969<\/strong>. Even Street represented the blue district, in 1979 and 1980.) How confident? He\u2019s already looking ahead. Wrote Street: \u201cI\u2019ll be sitting in a position of legislative strength.\u201d<\/p>\n So Street detailed the approach to take in order to pass his proposed legislation.<\/p>\n Step 1: public hearings held in January, with testimony from the mayor\u2019s office, the city council, the school board, the teachers union, home,\u00a0and school associations and parents.<\/p>\n Step 2: Expert testimony from the\u00a0Pennsylvania Gaming Control Board<\/strong>.<\/p>\n Aside from detailing his plan, Street wrote the\u00a0letter in hopes of the mayor\u2019s support in his candidacy.<\/p>\n \u201cWe must unite to keep real estate taxes down and, at the same time, financially support our newly-appointed School Board.\u201d<\/p><\/blockquote>\n According to the\u00a0PhillyVoice, Kenney still \u201chas many questions\u201d about Street\u2019s proposal. Street already attempted to pitch his idea to Republican gubernatorial candidate\u00a0Scott Wagner<\/strong>, though he was rebuffed.<\/p>\n Considering the 181st district\u2019s history of sending Democrats to the statehouse, it would appear Street already sits behind the eight ball as he runs against Dem.\u00a0Malcolm Kenyatta<\/strong>. To boot, while Kenney did not directly address Street\u2019s proposal, the mayor\u2019s spokesman,\u00a0Mike Dunn<\/strong>,\u00a0did.<\/p>\n \u201cThe candidate may want to check in on what\u2019s going on in Harrisburg. He would learn that the Commonwealth last year\u00a0approved the placement of video gaming in airports and other facilities, with some of the revenue dedicated to education.\u201d<\/p><\/blockquote>\n Continuing, Dunn noted that Kenney has \u201cgrave concerns\u00a0about allowing additional gaming in portions of Philadelphia where residents struggle amid rampant poverty, and where gambling is a predatory practice.\u201d<\/p>\n Expanding \u201csuch predatory practices,\u201d Dunn said, \u201cdoes not represent good governance, and is extremely detrimental to those who actually reside in the city.\u201d<\/p>\n While it seems Street will not receive the support he desires, his plan comes at an interesting time. As noted, Pennsylvania approaches its first anniversary of legalizing a host of gambling platforms.
