{"id":22918,"date":"2019-02-28T15:45:46","date_gmt":"2019-02-28T16:45:46","guid":{"rendered":"https:\/\/www.pokerscout.com\/?p=22918"},"modified":"2019-03-01T13:58:47","modified_gmt":"2019-03-01T13:58:47","slug":"pa-online-casinos-expected-to-start-launching-in-july","status":"publish","type":"post","link":"https:\/\/www.pokerscout.com\/pa-online-casinos-expected-to-start-launching-in-july\/","title":{"rendered":"PA Online Casinos Expected To Start Launching In July"},"content":{"rendered":"<p><strong>Pennsylvania Gaming Control Board<\/strong> (PGCB) Executive Director <strong>Kevin O\u2019Toole<\/strong> had some disappointing news for the <strong>PA House Appropriations Committee<\/strong> this week.<\/p>\n<p>In the <a href=\"https:\/\/pcntv.com\/pa-budget\/\">hour-long hearing<\/a>, O\u2019Toole provided updates on several elements of gambling expansion, including when <strong>PA online casinos<\/strong> might launch. The news is not surprising but is nonetheless disheartening.<\/p>\n<p>Thanks to the new Wire Act opinion, operators are revising their plans for PA online gambling. O\u2019Toole said these changes will cause \u201ca modest delay.\u201d<\/p>\n<p>However, when pressed, O\u2019Toole offered a more specific timeline:<\/p>\n<blockquote><p>\u201cIt will be three to four months. If not before the end of this fiscal year, the very beginning of the next fiscal year.\u201d<\/p><\/blockquote>\n<p>The fiscal year begins on <strong>July 1<\/strong>. This means a summer launch for online slots, table games, and poker.<\/p>\n<blockquote><p>\u201cIt could be as early as June , but in all likelihood, it will be July.\u201d<\/p><\/blockquote>\n<p>While O\u2019Toole was asked specifically about online casino, it\u2019s likely this is the same timeline for PA online sports betting, as well.<\/p>\n<h2><span id=\"why_the_delays_for_online_gaming_launch\">Why the delays for online gaming launch?<\/span><\/h2>\n<p>The primary reason the launches are running even further behind schedule is <strong>servers<\/strong>. Many casino operators believed they could rely on existing servers in places like <strong>New Jersey<\/strong>, where online casino already exists.<\/p>\n<p>The new Wire Act opinion means, for PGCB, that is <strong>no longer an option<\/strong>.<\/p>\n<p>\u201cIt became quite obvious everything had to be on an intrastate basis,\u201d O\u2019Toole told the committee. As a result, O\u2019Toole said to expect a \u201cmodest delay.\u201d<\/p>\n<p>He also gave some insight into where the process is for most people.<\/p>\n<p>\u201cWe are getting close,\u201d he said. He went to explain that operators are still waiting for certain equipment to arrive. Then PGCB will need to test, approve, and certify that equipment. Things to consider include<strong> geolocation<\/strong> accuracy and <strong>age verification<\/strong>.<\/p>\n<h2><span id=\"payment_processors_still_an_unknown_entity\">Payment processors still an unknown entity<\/span><\/h2>\n<p>One aspect of online gambling expansion the PGCB can\u2019t ascertain is how much the new Wire Act opinion will impact payment processors. PGCB General Counsel<strong> R. Douglas Sherman<\/strong> said banks and credit cards became more willing to process online casino transactions after the 2011 DOJ opinion.<\/p>\n<p>However, he said he cannot forecast how much this new opinion will make credit card companies gunshy regarding <strong>gambling banking<\/strong>. There is certainly a chance things will get more difficult for people trying to deposit on sites. Even now, a decent percentage of credit cards and banks decline these transactions.<\/p>\n<h2><span id=\"budget_expects_173_million_for_general_fund\">Budget expects $173 million for General Fund<\/span><\/h2>\n<p>The current budget expects $173 million for the General Fund. This does not include slot machine revenue. It does include table games, which brought in $130 million in tax revenue for the state.<\/p>\n<p>O\u2019Toole added that six of the seven casinos seeking sports betting licenses have already paid the $10 million licensing fee.
